Part 1: Describe the Position
Summary:
This position is responsible for the design, administration and delivery of COMPANY’s employee benefits plans. Although global in scope, primary responsibilities will encompass managing a complex US portfolio covering approximately 18,000 employees, a small portion of which are covered by collective bargaining agreements.
This position is responsible for the design, administration and delivery of all US risk benefit plans: medical, dental, life and LTD, FSA, post retiree medical and various employee-paid voluntary plans. Day to day administrative responsibilities will entail managing participant claims issues and appeals, resolving data errors sent to and from vendors, monitoring plan budgets and monthly cash flow, supervising annual open enrollment, and managing all other details required of a full-service benefits function operating in a large-scale corporate setting.
This position will be a key resource to supporting M&A activity, working closely with Corporate Development, Finance and Legal to identify employee benefit issues, run side-by-side comparisons, quantify cost differentials, and help identify legal and labor issues that may arise in any acquisition or divestiture.
In addition to managing the day to day operations, this position is expected to achieve improvements to overall plan efficiencies – ranging from improved funding solutions, cost reductions, improved financial transparency and greater online employee self service.
A) List the essential functions and major activities in order of their importance.
During his/her first year, the candidate will learn the current landscape of all plans and administrative architecture, identifying gaps, and design a multi-year plan for change, with implementation beginning in ’09
Liaise with HRIS/IT, benefits administration dept. and field HR staff to ensure accuracy and timeliness of eligibility updates and payments.
Lead the annual open enrollment process from both a systems and participant perspective – ensuring timeliness and accuracy of data interfaces to vendors, clarity of participant communications – both written and electronic, and production timelines are met.
Analyze plan value and plan costs against market competitors. Insure COMPANY plan offerings meet specified targets. Work with outside consultants, coordinate RFPs, manage contract negotiations and supervise vendor selection of benefit programs.
Part 2. Describe the Person
A) Minimum professional and educational background desired (include years of experience).
Ideal candidate has 10 or more years of benefits administration in a corporate setting. Ideal candidate holds the CEBS or CBP credential. Must be proficient in Excel, Word, PPT and benefits HRIS systems is essential, as is a thorough understanding of ERISA, HIPAA, FMLA, COBRA and IRS tax rules governing tax qualified plans.
